Dr. Ronald Ssengendo is a founding Partner and currently Managing Partner of NAVILOCA Consult. He is a Registered Land Surveyor with over 18 years’ experience in Land Administration, Land Surveying and Geodesy. He is also a RICS Accredited Facilitative Mediator and a Member of the Chartered Institute of Arbitrators with experience in the resolution of land disputes and conflicts using alternative dispute resolution mechanisms.
He holds a PhD in Geodesy & Geoinformatics from the Royal Institute of Technology, Sweden, a Master’s Degree in Engineering Surveying and Geodesy from Nottingham University UK and a Bachelor’s Degree in Surveying from Makerere University obtained in 2003.
Dr. Ssengendo is currently a Lecturer at the Department of Geomatics and Land Management, Makerere University and worked at the Ministry of Lands, Housing and Urban Development for 6 years as a staff surveyor at the Department of Surveys & Mapping (2004-2010).
Dr. Ssengendo is acknowledged as one the leading land surveyors in Uganda with wealth of experience in the entire spectrum of the land surveying service. He has handled a number of cadastral surveying projects including unique boundary disputes for both government and private individuals. He has been a senior surveyor on a number of road projects in Uganda and is acknowledged the foremost expert in Geodesy and GNSS in Uganda and East Africa.
He is the Immediate Past President and a Fellow of the Institution of Surveyors of Uganda – the premium surveying professional institution charged with the promotion of the surveying profession in Uganda.

- Consultancy services for resolution of cadastral boundary disputes in Wakiso district on instructions of the District Staff Surveyor
Senior Surveyor under UB Consulting Engineers for the supervision of rehabilitation works of selected infrastructure in Mubende, Masaka, Entebbe, Gulu, Arua under the WORLD BANK Uganda Support to the Municipal Infrastructure Development (USMID) Program.
- Provided expert surveying services to the Commission of Inquiry into Land Matters – boundary opening of contested land in Birongo and Namavundu Wakiso District
- Sub-division and demarcation of bibanja for over 300 bibanja holders on various plots on Busiro Blocks 306, 312,127, 34 for Omutaka Albert Sselubiri Kamulegeya and DAPA Real Estate Company Ltd
